Born in Winterport, Waldo County, Maine. A farmer and resident of Winterport, Maine when he enlisted for three years in the 20th Maine Infantry. On 29 Aug 1862 he mustered in as a Private in Company K at Portland, Cumberland County, Maine. On 2 May 1864 he transferred out of the 20th Maine Infantry to enlist in the U.S. Navy. He enlisted on 9 May 1864 at Brooklyn, New York and reported to the receiving ship USS North Carolina. He was assigned to duty on the USS Clover, and the USS New Hampshire. He transferred to the receiving ship USS Princeton in Philadelphia, Pennsylvania, and was discharged on 21 Jun 1865. Baker was a member of Custer Post No. 6 of Tacoma, Pierce County, Washington.
