Born in Erie County, Pennsylvania. A resident of Almond, Portage County, Wisconsin when he enlisted in the 9th Independent Battery, Wisconsin Light Artillery. After the war he studied law in Chautauqua County, New York, and was admitted to the bar in 1871. Moved to Nebraska in 1872 and commenced practicing law in Tecumseh, Johnson County, Nebraska. Elected as a member of the Nebraska State House of Representatives (1874-1876). Served as Assistant U.S. District Attorney (1876-1880). In 1880 moved to Washington Territory and settled in Colfax, Whitman County and engaged in the practice of law. Moved to Tacoma, Pierce County, Washington Territory in 1888. In 1892 elected to represent the 1st Congressional District of Washington State in the House of Representatives in the 53rd and 54th U.S. Congresses (March 4, 1893-March 3, 1897). Unsuccessful candidate for reelection in 1896 to the 55th Congress. Returned to Tacoma, Washington and resumed the practice of law. A member of Custer Post No. 6 of Tacoma, Washington. Died in Hyada Park, Pierce County, Washington.
